Yes, you can permit or restrict users with SMS sending permissions. By default, the permission to send SMS messages is set to disabled.

1. Navigate to the Admin > Users screen and select the relevant user.

2. Click 'Edit User' to be able to make changes.

3. Under the User Access Settings section, change the value for SMS Allowed to Yes and then save the changes.
