What is Madhmoun?
Madhmoun (مضمون) is an innovative and newly established permit system designed specifically for online property advertising in Abu Dhabi. This system has been officially regulated and introduced by the Abu Dhabi Real Estate Centre (ADREC), marking a significant step forward in the real estate sector of the emirate. The implementation of Madhmoun aims to streamline the process of property advertising, ensuring that all listings adhere to the necessary legal and regulatory standards.
When permit validation will be implemented?
Permit validation for Madhmoun will be
enforced starting 7th of July 2025
for
all new property listings
in Abu Dhabi. This means that any new listing must have a valid Madhmoun
permit issued through the ADREC (DARI) system before it can be published
online.
Note: Starting August 7th, all listings without a valid permit (including those published before July 7th) will appear in the Listing Action Tracker for revalidation.
Which listings are exempted from the permit validation?
Not all listings fall under the ADREC Madhmoun permit requirement. Below is an overview of current exemptions based on property type and location:
How to register my brokerage?
- Log in to DARI.
- Go to the Services menu and select Professions Licensing.
- Choose Register Broker (Employee) and click Initiate Service.

The system will validate:
- Company trade license
- No blocks on the user
- Completed professional details
- Valid, updated documents
- Valid Emirates ID
- If all checks pass, the registration is confirmed.
- Download the Broker Card by clicking Download License.

How to request a permit?
Who are you applying on behalf of? |

Creation Flow:
- Log in to the ADREC portal → go to Services > Advertising & Exhibition Permits > Issue Permit to Advertise on Websites.

Choose Initiator Type
(Owner, Developer, or PMC),
permit type,
and duration.
- PMC can only select “Rent”, not “Sell”.

Select either:
- Individual Broker (enter EID to fetch details), or
- Brokerage Company (enter trade license number).

Choose
Permit Broker Exclusivity:
- Yes = only one broker can advertise the property.
- No = up to 3 brokers with separate permits.
- Add properties (land or units).
- Review and submit the application.
- If exclusive, confirm the exclusivity.
- Application sent to broker for approval.
Approval Flow:
- Broker reviews: Approve / Return / Reject
- If Approved → goes to Payment
- If Rejected or Returned → reason provided
Payment:
- Broker proceeds to payment or cancels
- Upon payment, broker can download the permit certificate and receipt

How to renew a permit?
- Login to the ADREC portal and go to Services.
- Select Advertising & Exhibition Permits > Renew Permit to Advertise on Websites.
- Find and select the permit you want to renew, then click Start Application.
- Choose the new duration (1, 2, or 3 months) and click Next.
- Review the listed properties (you can remove but not add new ones).
- Submit the application after reviewing the details.
Approval Steps:
- Broker / Owner / Broker Approver reviews the application and can Approve, Return, or Reject it.
- If Approved: The application proceeds to the payment stage.
- If Returned or Rejected: A reason is provided.
Owner Specific: In case the property has multiple owners, if one owner approves, it approves for all.
Payment:
- The broker can either Proceed to Payment or Cancel the application.
- Once payment is made, the permit certificate and receipt can be downloaded.
How to cancel a permit?
Owners, developers, PMCs, and brokers can now cancel an existing
permit if the property is sold/rented.
You can initiate the application by following these steps:
- Login to the ADREC portal, go to Services > Advertising & Exhibition Permits > Cancel Permit to Advertise on Websites.
- Select the permit you want to cancel and click Start Application.
- Review the application details, then click Submit.
- Confirm cancellation in the pop-up by clicking Yes, Continue — the request is sent for approval.
Approval Process:
- Broker, Owner, or Broker Approver can Approve, Return, or Reject the request.
- If Approved: The permit is officially canceled.
- If Returned or Rejected: A reason is provided.
Owner Specific: In case the property has multiple owners, if one owner approves, it approves for all.
Note: The permit does not automatically get canceled once the transaction (sale or rent) is completed. ADREC is currently working on an integration to automatically take the listing offline in such scenarios.
What are the permit requirements and rules according to listing types?

Yes, property management companies can issue permits for brokers. They can add the broker to the application, and the broker will receive an application in DARI that they can then accept.
Yes, brokers can search for land on DARI. The system will show all rentable units under that land, and they can apply to include as many as they want on the permit.
The permit must be submitted from the company account only, not an individual broker's account.
For secondary properties, the certificate number can usually be found on the footer of the document. For off-plan primary properties, the certificate number will be a 14-digit number.
QR codes generated by ADREC should be visible on the listings.
No. A sale and rent permit for the same unit will be a unique permit.
