I have published Primary Units online using project permits. What steps should I take to ensure I am complying with DLD regulations?
- Obtain a project unit permit for your listing through the process described.
- Edit the listing to replace the project permit with the newly issued project unit permit number.
- You will have until May 13th, 2024, to complete this. If not, Property Finder will proceed and remove your listing.
What is a Project Unit Permit?
On 22 April, 2024, the Dubai Land Department (DLD) launched a new type of permit to advertise individual property units that real-estate developers intend to sell (also known as primary units).
What is the difference between a project property permit and a project unit permit?
The terms project property and project unit refers to the same permit, which is the licence required by DLD to advertise primary properties.
What are the different types of permits to advertise primary real estate?
The DLD now has two types of permits:
- A project permit can be used to advertise the entire real estate project, such as a tower or group of towers or a development of villas. It cannot be used to promote a specific property unit.
- A project unit permit: this can be used to advertise an individual primary property unit such as a specific apartment, villa, etc.
Which permit should I use to advertise a specific primary unit for sale?
You should
- only use a project unit permit for the 1st sale of the unit and
- use a property unit permit if this is a re-sale (secondary sale) of the primary unit (you will also need a duly authorized Form A from the owner).
What are the steps to issue a project unit permit?
- In the Trakheesi permit application system, navigate to "Select Permit Type."
- For example, choose "Select Electronic Advertisement."
- Enter the "Permit ‘To Date’."
- Choose your category, e.g., "Inside Dubai."
- Click on the "Add Property/Project" button.
- Select the listing type as "Project Units" (highlight this is new)
- Enter Project Properties (Project#, Property Name, Property#, Rooms#, Property Type [All, Unit, Villa]) – then search.
- The search results should display the available unsold properties in the project for primary sale.
- Select desired properties from the list for single or multiple selections in the listing.
- Save the list of selected properties, attach the NOC and relevant documents, and send for approval.
What documentation must I provide to get a project unit permit issued?
As per the DLD regulations, a No Objection Certificate (NOC) is required from the developer for units associated with permits. Please ensure that the NOC is specified with the list of Unit(s), along with their selling prices and size.
What if I want to advertise multiple primary units? What do I need to do?
While applying for a project unit permit, you may specify multiple units in the application.
I have been issued a permit with multiple primary units. What QR code(s) should I expect?
Every unit in the permit will have its own QR code with unit-specific details.
What happens if a unit permit is not available?
You will need to check with DLD and/or the developer.
What kind of permit should I use if it’s a primary unit resale listing?
You should obtain a property unit permit (secondary) and have duly authorised Form A from the owner.
Glossary of DLD Terminology
PROJECT: It means Primary and refers to something that is under construction (Off Plan)
PROJECT UNIT: It means Primary Unit and refers to a specific unit (floor, plot number, etc) in a development/tower under construction.
PROPERTY: It means a property ready to sell by the current owner.
